Wine Faking Stations Taking to International Waters?

Are the seeds for the plot of the next James Bond movie being planted in China? It begins with comments (summarised on The Drinks Business) made by President of the Chinese Academy of Inspection and Quarantine Xinshi Li while in Bordeaux. Li believes (at least) half of the Chateau Lafite sold in China is fake, and also revealed where many of these counterfeits are probably coming from: international waters.

So-called "faking stations" are, according to Li, set up on boats moored far offshore. And it's not only Lafite being faked, but other top wines of Bordeaux.
